Builder not abiding the court order against denial of service

My society has not been given possession by the builders and we were fighting the case against him since last 6 years. Our society has won the case and the high court has agreed to most of our points and asked the builder to provide the basic amenities, give the possession, OC and conveyance. The order also mentions that he has to abide by it in 60 days else face heavy penalty. But the builder has not taken any step to abide by the order and the date has passed too. I want to know : 1) what is the next step we should take to get the order executed. 2) What is the maximum punishment the builder can face if he does not abide by the order. If as a next step the court orders to jail him and he accepts to be jailed say for 3 years, will this case be closed from legal point of view after his imprisonment. Because that will not solve our purpose as we will still be left without possession, OC, conveyance and basic amenities. 3) How can we get our right because from builder's body language it seems like he is least bothered or not in a sound financial state to fulfill the order. What is the sure shot way to get our rights. Please help.
