Not geeting regular salary

I m a contractual employees As district Program Officer at Dibrugarh district under Axom Sarba Siksha Abhijan Mission nd our service conditions are governed by Assam Employees disciplinary and appel role 1964.i was on medical leave for 3months nd during my leave,I hv bn transfered to dhemji district.before taking leave, i hv handed over all files to one DPO nd accordingly he hd taken charge as per our District officer order. Due to my ill health I directly joined at dhemaji district as per transfer order as I already handed over my files nd other documents,charge etc.bt the district officer refuse to provide my release letter,LPC etc to me inspite of my many requests to him over mail.at last I go for court case at Gauhati Court nd d court give interim order to pay my regular salary immediately. Bt they hv nt followed. I again lodge a contempt of court which is now pending..as a result I am nt able to get my salary from Dec15 till date though I am working regularly at Dhemaji district as per transfer order.it gives me nd my family tremendous financial hardship as m sole income earner.
