No promotion

Sir I am a Section Officer in AFHQ cadre in O/o JS&CAO Ministry of Defence Delhi. A conspiracy was made against me in office and despite my written complaint no action done and harassment continued and one day their conspiracy became successful and I was blamed to beat the MTS. Whole department was against me. Whole staff was against me and was in my opponent favour. I was given Show Cause Notice in Feb 2018 and later I was served Chargesheet on 27 Apr 2018. Inquiry conducted under Rule 14 and I was given penalty of less of one increment for one year without cumulative effect without affecting pension on 23 Jan 2019. I appealed but it was rejected on 24 May 2019. Meanwhile regular promotion done as I alongwith others was promoted adhoc basis. My juniors were promoted on 14 Jan 2019 for Select list for year 2018-19 while my disciplinary case was not finalised at that time and an order imposing minor penalty was issued on 23 Jan 2019. I was not promoted on regular basis. Sir you are requested to clarify whether I may be promoted on regular basis.
