House renovation (landed property), parents alive, brother disput

Hi all experts, Greetings to you all. I need your help. We have a landed property and currently the house is in bad condition. This property is in my parents name. Iam elder brother taking care of my parents and have wife and son. My younger brother doesn't stay with us since he works other place in India and he contribute some money of his income sending home. Parents are staying with me. Now the situation is we have to renovate the house in which I asked my brother to contribute financial since he is asking to make one independent room for him. Now I have question , whether is it necessary to make room for him. I am thinking to make extra room so that I can keep on rent so that it will help me to ease on pay EMI monthly. My brother is not helping any thing financially. What will happen if I do not make any room for him? My parents are creating issues that I have to make separate room for my brother, so I am asking them to ask my brother to contribute. Pls help whether I can built new home on same property where there is no room built for my brother. Let him stay anywhere if he comes. Pls help
