Parking not allotted and sold my parking to another person

I have taken apartment 5 years back and due to financial problem I could not take parking slot at the time of registration, whereas we had informed builder to keep our parking slot as we will purchase in 2-3 months. He said I have two more parking slot which I will be keeping one for you and another person who has same problem. When I went and asked that I am ready to buy parking now and provide me my parking slot then he told there is one more person who is asking for parking he suggested to wait for some days. We frequently went to him and asked many times but there was some answer given by him. Suddenly, I came to know that parking is sold to one of the person with higher price who already have parking slot allotted. When we tried to contact both buyer and builder both started neglecting. We have 2 number of 2 wheelers which we are parking in common area since 5 years, whereas one more person is parking his 1 number of 2 wheeler next to my bike. The problem what we are facing is now we are not leaving in that apartment and we are trying to keep tenants. My neighbor who is acting as that no parking should be given to us and he has told society asking to remove my bikes from there, where he is also parking his one 2 wheeler in common area. Now whenever tenants are coming watchmen is telling them that they don't have two wheeler parking and whereas we had done police complain as they have started harassing my family. Wanted to know whether we can legally ask for parking slot from government in common area or we can take back which my parking is sold to another person even after having his one parking allotted.
