Water leakage from the ceiling of bed room & bath room

I have a severe leakage problem in my apartment from the upper floor for the last 2years. Earlier the leak was a drop in 30sec but now the the leakage is a continuous drop in 10sec at 2 place in the bedroom from ceiling . We have spoken to the flat owner above us but no repair has been done by him as of now. With his permission I have got his bath room repaired with the help of plumbers(with white cement) of the bathroom floor. The leak stopped for 4 month but now the leakage has again surfaced. I have spoken to flat owner above us but his is not taking any action. I have complained to the society bearers but no action have been take by the office bearers as well. During the cement filling is previous attempt, I came to know(flat owner told during conversation) that the floor tiles were cut to fit the glass partition in the bathroom. As the glass partition did not fit properly in the floor tiles, the glass was fitted on the small 3in high & 2 in wide platform. No water proofing was done after installing glass. The owner of the flat is not doing anything to fix the problem. Please advise how to proceed. We have suffered damage up the the tune of rs. 15laks(2 bed room ceiling damaged , bath room ceiling damaged, seepage in storage area) What are my options? Please help. [deleted]
