Status of property

I live with my father in delhi, my expired grandfather's elder brother and his wife, those live in a village of himachal pradesh, expired in the year of 1999 and they had left their property in terms of movable and immovable because they have no children. My grandfather's second brother and his wife who lived together in the village with the deceased grandfather's elder brother and his wife had grabbed the movable properties and belongs after the death of grandfather's elder brother's wife in the year of 2003. When all other relatives like my father, uncles and all other relatives ask for their illegal grabbing of property, my grandfather's second brother and his wife claimed through a rough promising note with thumb impression of the wife of elder grandfather, has favoured and transferred all the property rights to grandfather's second brother and his wife. I want to know here that is it possible that on the basis of rough promising note of a property of some person can be occupied by one of the legal heirs without intimation and consent of other other legal heirs. Since the inactivness of us on this issue has taken 13 years now what legal option and steps i have to taken ? please guide.....
