Duty roster of government employee

Sir I am a class 1 government employee , a medical officer . My reporting officer a specialist is putting me in trouble because of his monopoly. I work in a government hospital . I do general duty from 9am to 4pm on Monday to Friday and 9 am to 1am on Saturday. Inspite of this he made another roster of 24hr on call and put me on 1st on call and himself on 2nd on call and he circulate this roster without my receiving and without any office order any sign of medical superintendent.he simply sign below and circulate the copy to emergency. Sir I have a few question s regarding this , that Can a reporting officer my specialist have legal right to put me on 24 hr on call duty inspite of completing my general duty without any office order no. and without sign of medical superintendent ? Should I follow this roster having no office order no. and without sign of medical superintendent and also without my receiving ? he put me put me 24 hr duty for 10-15 days in a month while she never come to attend attend patient as 2nd on call . So please guide me how I should I deal with.
