Film producer is not clearing pending bill deliberately....

Respected Sir/Madam, I am into camera equipment rental business and have rendered my srvices successfully without any error & omissions to one of my client film producer who is refusing to clear my INR 2,36,000/- ( Two Lac Thirty Six Thousand only ) deliberately although i have all the required proof to justify my case i.e Business Agreement singned by my client prior commencing work. My job has been finshied in Fenruary 2013 itself but firstly he requested me to wait for some days as he is arranging money ,I belived on his wordings and waited for my payment clearance comprising more then two and half years. For November 2015 , he has declared or bad intention not to clear my amount by stateing unprofessional reaonning therefore I have filled a delailed police complaint against him by mentioning a subject line " Cheating case of work Pending payments" but police station officers are saying that your client is a senior citizen of the age around 70 years hence we can not help you out also it is a civil metter. So now i want to know the procedure to collect my due amount which i have to submit my business partner.
