Neighbour kid damaged my bike which is parked within the parking area of the appartment

6 Months back in may 2024, I happened to see that my bike fairing is broken. From the security I came to know that one of the neighbours kid threw the bike down while playing. I have confronted him ( he was also aware that his kid has done). He agreed upon fixing it. Every now and then I keep asking him, After some months I myself got the estimate of the parts required and only asked half of it (i.e 2.5k) . He has been postponing saying some nonsense. Finally I lost my patience and asked him to sort it out then and there. I was respectful in all the heated argument, yet he has said you can go and complain he wont pay anything. ( He even called some random person and thought he can scare me by out numbering). He is arguing its a kids mistake and as a parent he is not responsible for it. He was saying to complain on his kid. (kid would be of age around 8 or 10 ) I have all the whatsapp conversations and hopefully I may get the video evidence from CCTV footage of kid causing the damage (as it is 6 months old not sure will be able to retrive it) . Can someone guide me how to proceed further. I dont want him to get away with it
