Obc certificate related issue
My father is migrated in delhi after 1993 , but now permanent resident of Delhi since 1997 , my birth , education place is Delhi , my father came in Delhi from bihar state, in Bihar central list of obc my caste is mention which is kalwar , and in state list of Bihar it's mentioned as biahut kalwar not kalwar , generally in our caste we considered both caste same , but when I asked in Delhi sdm office they said both should match because in e district delhi portal even if I am choosing Bihar state caste list showing kalwar caste not biahut kalwar but in reality Bihar state list have biahut kalwar, so I got my uncle Central obc certificate in Bihar on the basis of Bihar state biahut kalwar caste certificate , now in central certificate it's mentioned only kalwar caste , now my problem is that can I get Central obc of my father by using central obc certificate of my uncle without getting state obc certificate ?? Or state obc certificate is mandatory to get Central obc certificate ? For certificate issuing authority will be delhi but state of reservation will be Bihar and central jobs , because certificate is issued on the basis of origin state , so is it legal to get Central obc certificate directly without having state obc certificate?
