Fraud by Travel Agent

A five day Lakshadweep package from 04 Nov 24 to 09 Nov 24 was sold to me for Rs 211000/- at Rs 42200 per night. I was promised a private luxury tour with a personalised guide and custom itinerary It was confirmed that as per the itinerary, other than the Govt Ferry from Agatti to Bangaram and back every aspect of the package would be customised with a private boat, personal guide and all activities coordinated.Based on the assurances, written itinerary and our conversations I agreed and paid a price of Rs 42,200 per night for the 5 days package totalling Rs 2,11,000/-. The agency was a referral, based in Pune, though registered address is of Secunderabad. I am located at Secunderabad. All communication was over mobile and WhatsApp. However the Holiday was a complete disaster. The trip was not delivered as promised. There was no reception on arrival at Agatti. No car or guide was placed for travel from Agatti airport to the Bangaram Jetty. Local contact number given did not respond to any calls. There were no activities booked or organised at Bangaram. On arrival at the Resort when we enquired, the Resort (Guest Relations Manager and Resort Manager) said no such itinerary / booking has been made for us. We had to coordinate and book what we wanted to do with their water sports coordinator. A number of actives promised were not conducted because they were either discontinued or not being held during the duration of our visit. The accommodation at Agatti was downgraded and changed without information.The accommodation provided was a home stay of a very poor standard. It was evident that no coordination had been carried out and nothing was organised. Scheduled activities at Agatti were not held. I was charged for a premium luxury holiday but only the standard govt package at Bangaram and the cheapest package at Agatti was booked. I have asked for a refund of excess charged for facilities not provided. The travel agent / company is not responding. What recourse do I have?
