Publication in Academic Journal for my PhD

I have submitted my article as a requirement for my PhD Degree. In 3 months I received an official acceptance of publication which clearly indicated the volume and issue number 13(11) with month and year Nov 2024 mentioned for the publication asking me to make Rs. 5000 publication charges. I had paid this and when they sent the galley proof it was mentioned that the date of publication was next year in Dec 2025. When I asked them to make that correction in my proof they told that the manuscript will be published only after a year. As I will be submitting my PhD synopsis in 2 months, I need the publication to proceed with my submission. So when I asked them of there was any way, they told I need to make payment of Rs. 30,000 extra for Fastrack payment. I am clearly having the proof of their acceptance letter that my publication is scheduled for Nov 2024. Now I want the publication to be out as specified by them and I also am a non-stipendary Scholar so I do not have this much money for 1 publication. How can I go about this issue?
