Execution of saledeed..

Myself T.rajkumar. my brother TKolandaivelu, running partnership firmsince 2000.we dispute the Business was also executed between us on 30/09/2009 before the Notary Public Coimbatore and entered and signed in the Notary Public Register. According to that we are divided our property and enjoying our respective portions as per agreement till date. During that time we are unable to register our property in the Sub Registrar Office because of the non-receipts of the Sale Deed from the SIDCO. As per our Undertaking with SIDCO the difference of amount of those plots were not finalised by the SIDCO and that too the Sale Deed was not executed. According to the terms of the above deed, the plots allotted by Tamil Nadu Small Industries Development Corporation Limited to in the year 2000 were partitioned between us and the details of the share per head is listed here under. A- Schedule- Share vested in the name of .(myself). 1. 11,172 ½ Sq.ft of land in Plot No.90. 2. 5586 ¼ Sq.ft of land in Plot No. 91 3. 3372 Sq.ft of land in Plot No.119. Total 47.138 cents B- Schedule – Share vested in the name of Mr. T. Kolandaivelu. 1. 5585 ¼ Sq.ft of land in Plot No.91. 2. 7954 Sq.ft of land in Plot No.119. Total 31.08 cents I received 16 cents extra in terms of portion of land as my share. In return, my brother Mr. T Kolandaivelu received the rights over the machineries, stocks, materials, good will and all the business activities which were carried till then. This was tabulated and mentioned in detail in my reference dated 12.07.2018. Later the SIDCO, ordered us to remit the enhanced amount ordered by the court for higher compensation and the entire sale consideration, along with the enhanced amount for the above plots were paid in full by the firm. I have contacted manager and office in person and the execution of sale and registration was not completed yet. My brother, Mr. T. Kolandaivelu, for the reasons best known to him is not cooperating for the execution of the above sale deed. If the sale deed is further delayed and not executed and registered, I will only be put to great hardship and loss. sidco said two patner come..we give the sale deed,but my patner no come to office..he said I don't want sale deed.but i want sale deed its my life .what can ido..
