Refund & Compensation amount not received after passing RERA orders / Collector Orders

I had booked a 2BHK flat with Balajee Heights, Katara Hills, Bhopal in May 2016. As per agreement they have to handover the property in April 2019 but only 20% of project works completed yet whereas 35% amount of total cost of the flat paid. I had filed a complaint with RERA in December 2021 and got a decision in my favour on 04.08.2023. The Rera directed the builder to pay the Refund and compensation amount to me. As builder did not abide the order and has not to pay the refund and compensation amount , I initiated an order execution request at RERA on 04.10.2023. The RERA court issued Recovery Revenue Certificate on 29.02.2024 to Collector Bhopal. Subsequently , The Collector Bhopal passed the order to Tehsildar, Kolar for recovery the said amount as per RERA directives on 12.03.2023. Not only the builder , Collector and Tehsildar too delaying abiding by court orders. I have been frustrated and facing sever mental agony, as I am serving in private sector and its my only earning , as I am forced to pay Rs 3091 per month as EMI, without the property. Meanwhile builder has filed writ petition against RERA orders on 12.09.2024 in MP High Court without going to available remedy i.e. REAT after passing RERA orders of 01 years or more . Subsequently RERA chairman issued order o hold procedure of execution of my current case. I had filed Caveat on 03.10.2024 and was listed on 16.10.2024 in MP High Court against WP. I am desperately in need of a help as I fought this legal battle, from Recovery warrant alone. Now I am stranded in the midst of turbulent sea. I don’t know what further action I need to take on Collector or Tehsildar or Builder.. for not abiding the court order. Please help me
