Society secretary imposes fine if a stray dog is taken to my apartment

Dear Sir, A stray pup of my society had fallen sick and was close to dying. I took care of the stray PUP and got it hospitalised at my cost .The dog got fine and I take it to my apartment to feed it and I bear all the expenses related to this society stray dog. I live on the 1st floor and do not use the lift. I feed the dog inside my apartment .Recently the society came up with a feeding area for dogs as people were dirtying the society and they are adamant that I am only allowed to feed the dog there.But I do not want to take the responsibility of feeding  all strays as I am working and cannot manage it.I can do welfare of one dog only without disturbing anyone.The secretary has been harassing me continuously now without logic,he sends security guards to my house that I cannot take the stray dog to my house,HE HAS ALSO SEND his son to my flat once.The secretary is rude and loud and was blaming me as the dog stays with her pack and barks sometimes.I tried adoptIng the dog but she starts crying if not let out as she stays with her pack.PLS HELP!!!
