Maintanance charges of an appartment block of about 49 flats of different sizes, Bangalore..

Sir, I am a member of apartment owners in Bangalore. This apartment block has about 49 flats of 1BHK and 2BHK of different sizes (465 sq,ft, 625sq.ft and 700sq.ft. This is a 20 years old apartment with basic facilities such as: one lift, security facility, common area cleaning/maintenance and lighting, vehicle parking, a small children play area. We had bore-well and corporation water connection. Due to water scarcity, it sourced/purchased through the water suppliers. Head count-wise some flats have 4-6 persons and some have 1-2 persons only. However, despite requesting the management committee to charge sq.ft wise and water based on headcount, it is charging a flat maintenance of Rs:2500/- per month maintenance. The small flats and small families are just few ( 8 Nos) members. Moreover, the present committee in in-charge is almost 7- 8 years old and have not conducted any AGM nor showing an audited report. Every now and then demanding increased maintenance. The small flat owners are always neglected and are made to pay the maintenance at a flat rate. And also many flat owners though they are outstation for more than a week or two weeks, they are charged full maintenance. Please advice the justifiable norms: 1. Maintenance sq.ft.wise or flat, which is correct. 2. Despite water meter in place, it is not commissioned by committee which would have helped controlled water consumption. 3. What are the legal procedure for small flat owners to get their problems addressed and solved. Kindly advise, Thanking you
