Need way for our land

My father got a property in 1986 and we were staying there from 1992. in our document the pathway mentioned is east west 15 feet road from railway track. Neighbouring property also had same pathway, but he had bought way from otherside for his property. on north side of our property a housing developement was done and they told they will give us way. But the neighbour bought it as total before separating it into sites. Now he has only 44 feet one side. But he is blocking the way which we were using from 2002 when the site developement started. He paid bribe to VAO and said infornt of us please lay the boundary 10 to 15 feet extra in other person land. They also did the same as per his words. Now he had laid a gate closing that 23feet paythway reaching to our home. Before starting the gate laying process he said we both can use the way but after completing he is planning to put compound wall so that we cannot enter inside the gate. actually open drainge water pathway is there. 23 feet pathway is touching the bridge built on the open drainage were he occupied the entire drainage bridge and asking us not to use it. Fact is he doesnot own the entire property to reach the bridge. What we can do in this case. He is a well settled person and has political influence all over our area. We need the way to reach our property.
