Vehicle temporary registration cancellation

5 Months ago I purchased a scooter from the dealer in punjab it was a new scooter but as I am living in Punjab from 3 years but did not had updated address on Aadhar card it had a address of my hometown in Bihar, So at the time of purchase the dealer told me that I will not have any issue with the registration and I can surely register through my state i.e Bihar but as when I visited RTO in district of bihar they told me that I have to come with the vehicle so that they can verify and provide HSRP and rc of my vehicle so I informed this to my dealer at Punjab as it was impossible for me to bring that scooter from punjab to bihar as its 1600km distance and I also updated my address in my aadhar and now I have the local address of Punjab but they are saying that we can not do anything and I have to go my hometown with vehicle to get the process done but that is impossible for me because of my busy schedule, Kindly guide what to do and how should I get my Rc from Punjab itself as now i have the address updated.
