Court case of writ petition pending in high court since 2003

This is private property, since the owner of the property passed away without any legal heir, gazette was passed in 1887 and slum declared in 2019 when the developer came into existence and all the tenants were aware of the slum act, earlier no one was aware.. My dad has passed away in 1983 and had given the house on rent basis leave and license in 1982. After the death of my dad, my mom filed the suit in small court in 1991 and got the oral judgment in my mom's favor in Oct,2000. The licensee appeal to City civil but got dismissed in 2002. later he appealed in high court for writ petition on rent act which agreed to pay the monthly rent and if any default, the stay shall be vacated. since the licensee defaulted thrice, my mom filed suit for execution in 2019 and order was passed to vacate the hut. Since the writ petition was pending in high court till for final hearing, appellate court cannot provide the final order. currently the developer has demolished the houses, won the case and waiting for the order. Licensee has done illegally and say my mom cannot claimed for 2 houses under SRA. But my mom got the oral judgment and mentioned the SRA act of 1976 as this property was not declared as slum. Question - why my mom cannot claim for her husband's house after her death and can she make a gift deed on her children's name. Legal house was of her mother in law and she had done the name transfer after her death but still not received the possession as there is also dispute with the builder and authorities.
