Can we form an Apartment Owner's Association before project completion

We are staying in a premium housing project in Noida (UP) consisting of 6 towers(around 740 flats). The project was scheduled to be completed in 2018. Builder completely mismanaged the fund.There are OC for 4 towers out of 6 and no completion certificate(CC) for the project. More than 400 residents are staying even in towers whose OC is not there. Builder is promising OC & CC but not doing anything in this regard. There are lot of unfinished work required to be done by the builder. We are paying maintenance even for the flats where OC is not there. Maintenance is being done by builder thro his facility management team. Several residents have filed complaint in NCDRC, RERA etc. Residents are divided on formation of AOA. Question is about forming an association : 1. Can we form association before OC of 2 towers completion of project? 2. Can forming an association jeopardise or weaken our fight for OC/CC? 3. By forming an association, are we accepting things as it is ? Can builder wash his hands and say now AOA will do the unfinished works? 4. What are the provisions of UP Apartment Act? Thank you.
