Restriction in apartment

We stay in an apartment in Bangalore for past 6 years...Always there are lot of restrictions for kids playing in the lawn area...we ground floor residents are ok with kids playing... Association told kids not to play hard ball games like cricket, football etc...kids accepted and started playing with soft balls...But now they have restricted the time of play as 5-7pm and not more than that kids should step out and play or do any activities...All the kids don't get 5-7 pm playing time due to many classes...So once they reach home obviously they go out to play but now association has restricted everything and if kids are out after 7 pm they are checking cctv footages and asking for penalty of 500 rs since our kids have violated the rules...I have a son who is in 9 th class he sits and study dedicatedly he takes a break 5-10 min for relaxating by riding wave board now they have told kids should not play any kind of game after 7 pm...If everything they stop like this kids will get addicted to gadgets...we don't know how proceed kindly suggest us a solution
