Health hazard caused by pigeons

We live in a society where the kitchen balcony opens into a shaft which is infested by pigeons. We have installed pigeon nets to avoid pigeons coming directly but many other floors are not covered. As a result, this is not preventing pigeons from coming and exposing everybody at risk. This is a common complaint among all residents, but nobody has ever done anything and the RWA has not given any solution. Hence, we took permission from the society manager to install a temporary board between the kitchen balcony and the shaft above and below so as to avoid pigeons from entering from above and below, while the front is covered with pigeon net. Now the neighbors upstairs are complaining that they are getting dirt collected on the board coming from the above floors and are asking us to remove it. We discussed about installing pigeon nets instead of the board, but they will not prevent pigeon droppings. While we agree that covering the area should not be done, the inaction of RWA to mandatorily install pigeon nets on all floors is putting everyone's health at risk. All kitchen balconies and walls are full of pigeon droppings despite daily cleaning and the risk of food contamination is very high. Is there any other solution that can be adopted? Is there any law that can allow a resident to take such an action if inaction of RWA is putting resident's health at risk? Thank you
