Is it allowed to park 4 wheeler vehicle inside society compound and block the second gate of society

I live in a residential housing society located in Malad Mumbai. Its a 7 storey bldg. with 2 wings (A and B) 4 floors per floor, totalling to 56 flats (both wings), different age groups from (new borns, kids youth to senior citizens reside in the society). There are 2 main gates out of which only 1 gate is kept open (for residents/visitors to enter/exit) from the society as well as the same gate is used for 2 and 4 wheeler vehicle to move in out out of the society. The second main gate (always kept locked), this is fine, but secretary and other people have been parking their 4 wheeler vehicle inside society compound, which then causes the gate cannot be opened in any emergency situation for eg: (FIRE, EARTHQUAKE) etc, When I raised the concern about this the managing committee says this has been passed as a resolution since 2012 and we charge 4 wheelers 1000/month for this. My question, is this a legal practice considering there are approx (250 lives) of all ages living inside the building and how do all people evacuate/escape in the event of FIRE (The managing committee argues that we have keys for all cars and the cars can be moved during emergency, to me this is a foolish justification as when FIRE spreads it does not allow you time to move cars and then open the gate for evacuation, Not even any FIRE BRIGADE vehicle can enter from the second gate due to parked cars on both side of the gate. Can I legally challenge this practice, if yes is there any reference to bye-laws of the Maharashtra Co-OP Hsg. Soc. that forbids residents to park their vehicle infront of the second gate
