Can co-operative housing soc. comittee members cut off door to door garbage collection & water supply?

Hello, I stay in Gujarat. My family purchased a flat, we have been staying in this flat since 2 years. We stay on the last floor i.e 10th floor & there is terrace outside our flat. Now our issue is there is huge water tank above our bedroom & as the building is old maybe 15 years old, the water has started seeping or bedroom roof & causing moisture & fungus as the inside of water tank has damaged tiles & there is no proper plaster done in it. We have asked the chairman many time to repair the tank since the last year but he is not taking any action. Now, the comittee has decided to do renovation & is asking for its cost Rs 24000 annually from every flat owner. We told the comittee that we are ready to give the money but first do the temporary repairs of the water tank but instead of repairs they have cut off our door to door garbage collection & are now saying they will cut off water supply if we don't pay the amount. We pay our maintenance & parking fee regularly, so I just need to know is this legal to do what they are doing to us? I hope someone can guide me.
