Re-construction of pagdi property in C1

I live as a tenant (pagdi system) for over 40 years in the apartment. The owners have neglected the property for over 20 years, owners have passed away and now the legal heirs are the kids. They have got a broker who is dealing with us on behalf of the owner. As soon as we started talks with the broker we received a notice from BMC to do structural audit, we decided to comply and the broker suggested that he has a well known BMC approved structural engineer (also relative of the broker).
After the audit, the report now suggests that the building is in C1 category. The broker and the auditor want to submit the report but it seems like they are using it to weaken our position, put fear in the tenants that the building is structurally weak (most of the tenant are senior citizens above the age of 65). If the audit report is submitted we will be asked to vacate immediately. If this is not done, our water and electricity will be disconnected.
The owners and tenants both want to re-develop the property but the broker suggested in the last meeting they don't have any builder. The building is in a much better condition than the ones that received C1 notices, regular patch up is carried out by the tenants to make sure it does less damaged to the structure.
The tenants are feeling helpless, could someone suggest a way forward and how to avoid senior citizens being forced to vacate from the property? Thanks in advance.
