Can i buy a plot which is NPA approved, but no khata applied by the owner so far

Kindly suggest on below scenario.
There is one plot located in Nelamanagala area which is treated as Bangalore rural, specific layout has formed in the year 2001 as NPA (Nelamangala Planning Authority) approved, we can even see the name of the layout listed in its NPA portal under approved layouts as proof of evidence. However, the owner of the property did not apply for khata so far in these many years. Now if they want to apply for Khata, ADHAAR have become mandatory, and they don't have it been NRI from past 20years.
Is it ok to buy such property without khata but approved by local authorities/Panchayat?
As few people were suggesting to buy it with better negotiation and post registration khata can be applied on new owner name directly and few people are warning that is risky as Khata must be always applied by first owner it has to get transferred to further owners just like sale deed.
I am in confusion from some time, your response and recommendations are highly appreciable.
