Even after Leaving Certificate the school is not doing the transfer process

I am Jitesh Purohit from Surat, my daughter Esha Purohit was studying in S.D JAIN MODERN SCHOOL Vesu since 23.03.2015, the school expelled her on 07.08.2024 for not paying the fees on time because of my financial problem and the school wrote on leaving certificate with red marks that they are rusticating her from the school because of fees issues and sent the school leaving certificate to me by courier at my address. Then, to avoid spoiling my daughter's future, when I went to take admission in another school, S.D JAIN MODERN SCHOOL is not doing the online school transfer process of my daughter and is creating hindrances in my daughter's future and she is getting mental agony thinking about her further studies due to staying at home for the last 32 days. 1} Can a school rusticate a child from school for not paying fees on time? 2} Can a school write this issue in red marks on leaving certificate? 3} Can a school stop the transfer process even after issuing the leaving certificate? 4} What should I do regarding all these issues?
