Flat Owners Association President's misbehaviour to flat owner

I am from Kerala State residing in a flat which is registered under Travancore Cochin Literary, Scientific and Charitable Societies Registration Act 1955 (Act XII of 1955). One incident happened in my flat building one tenant kept in a piece of paper little rice to give to pigeons in the stair case which is common area .One owner took a video of it and send to flat owners group WhatsApp. President of association understood whose tenant has done this by checking withthe security. But in group WhatsApp president not revealing whose tenant did it. I wrote in WhatsApp " i am residing in this flat building and I do have the right to know whose tenant did it." President replied to me as " I understand your earnestness to know the person but my ethics doesn't allow me to publish the name of the person in offence. I spoked to the person concerned and settled it amicably". Is this justice the way President interacted to an owner and a member of this flat which the issue happened in my block. I gave 5000/- rupees and took membership and giving monthly amount for maintenance. As long as i am residing there i should know what is happening and who is involved . It's my fundamental right. If tomorrow any serious offences happened as so many tenant's residing there what safety do I have in living there . Please advise about it is justice or injustice the president's behaviour. Thankyou
