Ownership transfer of vehicle not happened Reg. cert. expired vehicle given to scrap by buyer

Sir, Myself Rika k from Hyderabad, Telangana. I would request you to kindly give valuable suggestions. 1. My husband purchased a four wheeler in the year 2012 and RC of that vehicle was valid up to 2017. 2. In the year 2016 my husband sold the said vehicle to some person [whose details are currently not traceable] through a third party and handed over all the documents to the buyer for transfer of ownership. 3. But that buyer has not got the ownership transferred and still the vehicle is in husband name. But the RC was not renewed also. Currently it is reflecting as expired when checked online. When we tried contacting that person his number was not working. Even the vehicle was not traceable as we tried to check any traffic violcation challan Hence we request your valuable inputs on the below queries 1. Whether if we wanted to purchase a new vehicle in my husband name do we required to pay additional 2% of life tax? 2. What is the resolution available for us to get the RC cancelled from my husband name?
