Request for Legal Advice Regarding Issuance of Form No. 9 for Plots under gram panchayat limits

I am writing to seek your legal expertise regarding an issue I am facing with the regularization of three plots that I purchased under Gram Panchayat limits in Raichur District, Karnataka. Below, I have detailed the situation: Purchase and Registration: In July 2013, I purchased three plots (each measuring 30x40 feet) from a developer among a total of 170 plots within a layout. The plots were registered in my name, and the developer also completed manual mutation through the Panchayat Development Officer (PDO) at that time. Issue with E-Khata Application: In 2021, I applied for an e-Khata for the said plots, upon learning about the e-Swathu system. However, my application was rejected by the current PDO, citing that the layout was not approved by the Town Planning Authority, but rather by the Gram Panchayat President and the previous PDO in 2012. Discrepancy with Form No. 9: Despite the layout not being approved by the Town Planning Authority, the developer was able to secure Form No. 9 for the unsold 120 plots within the same layout in 2017. Based on this, I requested the PDO to consider issuing Form No. 9 for my plots as well. The PDO issued Form No. 11B for my plots but refused to issue Form No. 9, stating that the previous PDO, who issued Form No. 9 for the developer, has since been dismissed from service. Cancellation and Issuance of New Form No. 9: The PDO informed me that the Form No. 9 issued earlier for the developer’s unsold plots would be canceled due to the lack of proper layout approval. However, the PDO then proceeded to issue new Form No. 9 for the plots sold by the developer. It has come to my attention that the developer has sold some of these plots to other parties, and the PDO has issued Form No. 9 for these properties as well. Given the above circumstances, I am unsure about the legal standing of my ownership of the plots and the validity of the approvals obtained. Specifically, I seek your advice on the following: Can I approach the current PDO for issuing Form No. 9 for my plots by converting 11B form, considering the history of the layout approval? What are the potential legal risks or challenges I might face in securing proper documentation for my plots? Would it be advisable to escalate this matter to higher authorities, or is there a legal recourse I should consider?
