Regarding Mahada, Covid Extension, Maharera Extension and Electricity Bill

I bought under construction flat in March 2021, Its under PMRDA jurisdiction in Pune. While we did agreement building was of 14 floors. However builder took advantage of Covid Extension (6 Months) and increase the fsi to 18 floors. However, in my agreement possession date was mentioned 31st March 2024 but builder is saying we got covid extension and now possession date is 30 Sep 2024.
Recently we did a meeting with builder and we pushed him for Hard possession with OC but he is saying he will provide Anshth Bhogwat Patra. As we know phase 2 is having different rera number and phase 1 is having different rera number then why Anshth Bhogwat Patra?
Also we yet to get possession but builder is forcing us to pay Fixed electricity charges as meters are already installed.
As per today’s status floor 9 to 18 yet to get call for 1st inspection and still lot of things are pending. We don’t see we will get possession by 30 Sep.
What we need to do in this case? What if builder get more extension? Are we eligible for compensation? If yes for compensation from when we get it as per date mentioned in agreement or as per rera date?
