Dutch Citizen Divorce with Indian Origin

My husband, of Indian origin, and I had an arranged marriage in India, after which I moved with him to the Netherlands. After two years, we had a son, and the three of us later obtained Dutch citizenship. Despite our ongoing marital issues, my husband went to India without informing me and filed for petition for dissolution of marriage under the Hindu Marriage Act. I subsequently traveled to India and sought legal advice there. Due to domestic violence I experienced in the Netherlands, Indian lawyers are pursuing a case against him, which is still unresolved. I have returned to the Netherlands, where we are living separately and co-parenting our child. I earn less than my husband and he provides no financial support. I was paid a full fledged amount by the dutch government for my kid’s daycare fees as help in case of separation, but since the divorce hasn’t happened yet I have to pay bear all the expenses and I am currently under a lot of debt. I am responsible for all other expenses and am accumulating debt. My husband has not initiated divorce proceedings in the Netherlands because of the high legal costs, and he refuses to provide any financial support while the divorce is pending in India. He is more familiar with Dutch laws and language and is pressuring me to agree to a mutual separation, which I do not wish to do. I am struggling to make ends meet, only seeing my child 15 days a month, and I seek full custody. What steps should I take next?
