Parking allocation disputes affecting building maintenance

We are residents of a 2014-completed building, comprising four floors, with allocated parking spaces for each unit. However, due to the plot's small size, the parking spaces are not adequately sized. The builder designated parking spaces 4-5 years after construction, but now, 10 years later, a few flat owners are raising disputes and obstructing regular building maintenance. Despite our attempts to hold meetings, they refuse to attend or deliberately shift the focus to the parking issue, which we believe is the builder's responsibility. They propose making parking common, despite allocated spaces, and are influencing others. Notably, four flat owners, who purchased their units from previous owners, already had assigned parking numbers. One flat owner is misguiding others, causing disruptions. Essential services like lift backup facilities are being neglected due to non-payment, and they threaten to halt regular maintenance until this issue is resolved. We seek guidance on where to turn for resolution.
