Refuse to repair lift

The building height is approximately(>13m). The building has 10 flats and beside a lake (I'm not very sure on how they can construct the building). For meetings, the owners of the flats (we are a tenant so not invited everytime or at all after the first invitation and we don't usually care to go either) meet up and talk among themselves (we're not informed at all). the lift has not been working for the past few days and in the 5 years that we have been here, the lift has given a lot of troubles. from what I've gathered, the repair would cost around a lakh or so and every house is trying to pool in a little to repair it temporarily and ignore the main problem. the lift has dropped few times and no permanent work is done on it. I believe my flat owner does not pay either (though nobody confirms anything here). the stairs are another disaster with a few broken tiles (not a lot of damage) and one look anyone can say that it wasn't constructed properly. we stay in the 5th floor. I nearly fainted and got sick after picking up a water can to bring it up. since then, we try to get things delivered (but they charge high too, understandably). what do I do and who do I complain to? since the flat people seem to fight amongst themselves and refuse to pool in money to get lift repaired for good.
