Writ petition against BDA

Background: I seek the request of lawyers who are experts on property law in Bangalore, Karnataka. My father has purchased a property from person Chandra the buying chain is as below. All below names are imaginary. Anthony (1962) -----> Badari (1965)------> Chandra (1978) -------> Dinesh (1979, my father). The possession certificate is the name of Badari as it was issued in 1965 by the town planning authority. However 1 month after my father purchased the CITB (City Improvement Trust Board) which later became Bangalore Development Authority (BDA) alloted the site back to Mr. Badari again which is causing problem to me. As all the records in BDA show Badari's name even though Badari had sold it through the succession chain as shown above. Question: Can we file a "writ petition mandamus" in Bangalore HC to correct this mistake of BDA. What are the risks that we could completely lose the property ? Because the law may uphold whatever BDA has done and declare our possession has illegal even though we purchased as per norms and procedures which were existing in 1978-79.
