Landlord not returning security deposit

1. I rented an apt on Sep 2022 and signed agreement for 11 months and paid deposit of 1L 2. After 11 months house owner and I decided to extend the contract and he increased my rent. The previous agreement was valid from Sep 22 to Aug 23 3. Although I asked him to send me the contract copy he didn’t. (Whatsapp Chat Proof) 4. As a part of previous signed agreement document, it is written that I am supposed to get the house white washed before leaving the house but that was part of previous agreement and not the revised one 5. Now i vacated the house on June 24 and could not get the house painted, but requested owner to get it done himself and deduct the amount from deposit- a bit extra to compensate the effort 6. However now he is not paying me back a single rupee and has eaten up the entire 1L 7. I filed a Police complaint (Not FIR) and when IO spoke to him he is saying that i have signed the agreement which has this white wash clause (Although it is not mentioned in the agreement that he will confiscate the entire 1L or any amount if not white washed) 8. Police is saying that this is not a criminal case and they can’t do anything in this matter. What should I do
