Why the employer is not terminating the respondent instead of all the proofs been provided by the complainant?

Hello Dignitary members, It's been 20 days I filed a complaint against the Head of a department who joined my company 6 months back. I am a new management trainer here and have provided all the proofs and recordings against the respondent 12 days back. My concern is why the IC committee taking too much time in taking the action. When i asked about the delay they mentioned they cant terminate the employee on the basis of complain and hence you are required to be prepared for the cross sectional in person meeting with the respondent, only after this meeting the Ic Committee will share the report of findings. My another concern is that the IC committee shared their very first mail asking me about my preference for two options; one reconciliation and other investigation. I opted for investigation and hence shared everything that I had as proof.. then why are they asking for cross sectional meeting with him.. and sort our there itself.. is this breach of their own statement as they only asked me to choose one out of 2 options.
