Builder did not revealed parking shortage issue while booking the flat.

I reserved a flat in an ongoing project in Hyderabad, Telangana, last month. He went over every positive detail of the project at the time of booking. I was so satisfied with the initiative that I paid 5L to reserve a 3BHK apartment. After ten days, I learned from others that not all 3BHK flat units will be able to obtain two parking spaces due to a problem with the viability of automobile parking slots. During the booking process, they informed me that we would initially be assigned one car parking space, and 2nd car parking slot will be allotment after one year with extra fee. I therefore assumed that my flat would receive two parking spaces for cars. When I enquired about this matter, the builder/Third Party channel partner responded, "We told you that another car parking slot will be allotted after one year," which implies that we will provide you another parking space based on availability; if not, you will be getting only one car parking space. After our conversation, I made the decision to withdraw my provisional flat booking. However, the builder/channel partner informed me that I would only receive a 20K refund out of 5L. They are saying we will deduct 5% of cancellation charges on total cost of the flat as per RERA act. wanted to check in this forum that, even its a builder mistake by not providing all the facts regarding the parking issue with this project. is RERA act allows builder to deduct 5% cancellation charges? It's kind of usual practice for most builders in Hyderabad to provide two car parking spaces for three-bedroom apartments. If this venture having problem to provide 2 car parking slots for 3 BHK flat then they should explicitly mention that to the customer right? so that customer will decide whether he want to proceed with the booking or not. They purposefully conceal this restriction from the client, and now they're claiming that it was your fault for misinterpreting the builder's statement that "we will allot another car parking slot after one year," which should have alerted you to the possibility of a parking issue.
