Society members block my only way to home by building wall unauthorised and without having any position of doing it

I live in society my house is inside society so I have internal road to enter my home . Both side have this internal road in common for both use . Road is 15 ft . Society chairman and secretary ask for 300000 rs bride for claiming noc matter for light , sewage line ,water line for my house. I have paid him now he is asking for more and we denied it so they forcefully made wall and block our only way to home. We had issued notice to this people for not asking more money and not harassing us more. They have police connection so we moved to police but police did not filed complaints,they said this is civil matter we can not take your complaints. And we have call police before they had begin construction right before. This matter is from 2018 it has been 7 years but no progress to civil matter.we had moved to court .so I need suggestions for making our civil matter fast and in favour to us for clearing that block pathway . And we have paid 2 times for building that RCC internal road construction by municipal to society committee.
