Related to Anganwadi foot path issue.

This is related to an issue affecting my village Anganwadi which has been serving our community for over 20 years(Estd:2002)
For many years, the children and parents have relied on a small walking path to access the Anganwadi. Unfortunately, this path becomes flooded during the rainy season, creating hazardous conditions. Recently, the Panchayat initiated a project to construct a proper footpath to ensure safe access to the Anganwadi. However, the construction has been halted due to a stay order issued by an individual who owns the land through which the path passes.
The opposition of this single landowner to the construction of the footpath has put the entire project on hold, endangering the safety and well-being of the children and parents who use this path daily. This week alone, two children have sustained injuries due to the unsafe conditions.
Upon checking the document we found that the portion of foot path which build is under panchayath own land record (aasthi).
Can you please guide me how can I get this issue fixed in legal way ? To whom I need to give a case ?
Panchayath told now there is no found to continue the footpath work and the land owner is not agree to continue the work
