Company not providing form-16 for previous financial years

I am currently working in a small scale company with less than 15 employees. This is the first company I started working for after graduating from college. I get my salary credited in bank account and company did not create a PF account for me. I recently received an offer letter from MNC. They are now asking for Bank statement and form-16 for the duration of my employment in current company in order to obtain UAN clearance. They are telling it is mandatory for onboarding. I have sent them the bank statement. My current company says that they will generate form 16 for previous financial year only as TDS was deducted. The years before that TDS was not deducted due to my salary being below tax bracket so they are telling that they will not be able to generate form 16 now. I want to know if it is mandatory for my employer to issue form 16 even though tax is not deducted due to salary falling below tax bracket. Will they be able to generate form 16 for previous financial years? If they are unable to generate form 16, what should I tell the MNC as I already provided them with 3 months payslip and bank statements. They are telling it is mandatory to produce all financial years form 16.
