Compensation for damages caused to Car during road accident

I was taking right turn (in my Car) when an overspeeding Cement Mixer truck hit the left side of my car and caused severe damage to my car. I called 100 and lodged a complaint. The company supervisor of the truck promised me settlement over the phone and asked not to file complaint, however just spent time with no action from his and i waited almost 3 hours post which i physically went to the Police station and filed a complaint. But i was given an NCR that too the police initially lodged hit by unknown truck despite of the fact that i had the photo of the truck and the driver. I was told by police if the truck doesnt have insurance i will not get any claim hence for me to proceed with insurance claim it is better to mention Unknown truck and they detained the driver and assured me of calling the owner of the truck/company and provide me settlement for my damages. Later when i went to police station, they had released the driver and started scolding me as to why i am following up when they have already issued me NCR. (It became evident to me that they took bribe from other party and released the driver - The driver didnt had a driving License/Vehicle papers when he was detained at the police station). When i questioned police as to what action they took before releasing the driver since he didnt had valid license and papers, they told me that he had all necessary documents (which is a lie) and started scolding me instead. While none of us incurred any physical injury my mother aged 75 was traumatized and i too had to go through a lot of physical and mental stress in running from spot to police and all. I want to understand is there a way i could get settlement for the damages incurred to my Car from the truck owner/company. when i approached an advocate locally i was told it would incur a lot of cost and time and nothing would happen so better to repair the vehicle under my own insurance.
