All a losing battle for the landlords , is there any hope for me ?

I am in Jaipur , Rajasthan, My tenant is a lawyer. Do I need to say more about my misery ? :) I asked him and sent a whatsapp message to remind him 15 days before, that the agreement was about to expire and that I would not want to renew the agreement and he should vacate, 7 days before the expiry date of agreement he, as a surprise, got a stay order , lovely , so immediate relief to the lier , now it's been 1 complete year and till now, he has not paid anything ,I had obtained security cheques at the time of agreement which I used , 9 cheques have bounced , my lawyer asked me not to file any cases for cheque bounce as it will further put me in more running around , neither we have been able to get an order for rent or eviction ,now on the last date, he has replied in the court that he has paid me all the rents , it's vague , what he means is he paid me all the rents during the agreement term , which is true although 10 out of 11 rents very late upto 35 days ... so now next time we will again get another date where we will say he did not pay for last one year , he might be asked to give evidence that he had paid , bingo , next date , that's what he wants ,...... so no relief at all . What kind of judicial system we have , it is so easily accessible to culprits in a way that people usually use law to torture the innocent and it so faithfully assist in crimes ,system has made me so weak that now whenever I try talking to him he threatens to make life worse for me legally , I am running from pillar to post and he is sitting in my house .... lovely ... I don't see anything happening even in next 6 months.He had FIRs against him earlier too.But in the legal world , advocates often are heard claiming , as he mentioned too , there is no right or wrong for us till it's legal.What should I do now ? I hate that advocate sticker on his scooter , car and house , his photos in black coat which is intentionally flashes everywhere to discourage people around from objecting to anything he does and to be out of any pressure by society or police, his daughter runs a coaching centre in the same house , he pays electricity bill only when electricity board people reach the premises to disconnect the electricity, so in two years he had to pay the bill 4 times, but he keeps claiming that he has paid all the bills and paid all the rents , but how , court is not bothered. Several criminals have used law degrees to safeguard themselves, he is one of them. Police might not help me saying that the matter is sub judice. I am not even able to find if he is really a registered lawyer , which sometime I doubt , after taking stay he suddenly started flashing his pics in lawyers attire , may be may be not , now please suggest what should I do ? What more should I do legally and can police help ? Lawyers you may know better how to fight with a lawyer now who is enjoying his degree for sadism ...
