Dog Bite to my 1.5 years daughter

I live in a society in Ahmedabad, where no special rules for dog. on 20th April my younger daughter(1.5 years) was going down stairs with my elder daughter(9 years) to play in society garden, and the dog was coming up stairs with the lady owner aged 40 (no rope on the owner hand, she was busy on call , no mask on dog mouth, dog not registered on corporation, rabies vaccination also missed in records ). suddenly the dog had bitten on my 1.5 years baby bump. My little baby suffered pain and cried for almost an hour. I have immediately taken my daughter to the doctor and applied rabies vaccination. The dog owner just said sorry and all the expenses we have bared by our own, and we demanded to send that dog to NGO because the dog had bitten 1 adult society member in society compound before 6 months and attacked many times to different people in society area. The dog owner also signed a paper written about the incident and aggreged to send the Dog out of the society. We had an open consent of the dog owner to take the dog out from society. The same day my grand father passed away in my home so i and my family rushed to my native village for 15 days. I requested the dog owner son aged 21 to take the dog to NGO.He also aggreed to me. I have provided contact details of NGO on what's app , they said they know the NGO Founder and they will send the dog there after a call with her. After few days when i asked about the dog on what's app they have rudely replied me and denied to send the dog anywhere. They have also abused me on our society group yesterday. I have warned them that i will lodge an F.I.R but she repeatedly used vulgar language on society what's app group. What should i do now, they leaves on my top floor, the dog bark is clearly heard in my house and my little daughter gets afraid and starts crying. They have finally replied me that they owns the flat and they will keep the dog there, and in future they will not allow the dog out of their home. what should i do now , my only intension is to protect my family from that aggressive Dog. My elder daughter also afraid to go alone out of my flat due to this incident.
