Builder Fraud, Promised to sell apartment but sold to other party but when asked money back using abusive languages

I need your valuable advises on builder money fraud (happened in Chennai).
From 2017 to 2019 I had paid total of amount 20 lakhs rupees to the local builder in chennai to purchase the apartment, I stopped paying since 2020 Covid pandemic etc., but he stopped receiving my calls and didn't respond to any of my msgs
And it was going on, I am working in other state and I travelled back but when I came back in chennai in Sep 2023 and surprise to know that someone is already occupied.
I went to seek money recovery but he shouted on me and to my wife and were using abusive languages.
I then went to complaint Commissioner of police, DGP and CM Cell, the process was very slow. I authorize someone and left then builder went to station and handed over 3 PDC (with each 3 months gap) with each five lakhs and wantedly deducting 5 lakhs (stating deduction of alteration, I informed when I didn't buy flat then why you are deducting, he then left and police were chasing me to handover agreement, I then hire lawyer he also fooled me and forced me to sign letter of 15 Lakhs and handed over 3 PDC and informed that he will prepare MOD (MOU) and asked me to sign which I given excuse and left. more than five times advocate visited Police station. I deposited first cheque and it was rejected by bank because he didn't write proper date in date column. Now kindly advise how shall I fight to recover for twenty lakhs, the authoriser, advocate cheated me, and the police also in side with the builder, he didn't inform about his fees and now informing me to pay 10% of 20 Lakhs but had done fraud by handing over the same cheques which the builder had already handed over to the police station, moreover asking 1 lakh rupees to pay to police as well.
What is the legal remedy to recover money back, I don't want to go on civil suit which will take time and every time I have to appear in court, Is there any other option to recover the money back.
