I've paid for escort service, but haven't received(met someone). I dont get money back, as promised.

I searched for online escort service for the very first time. I contacted a girl on telegram via messages only. She gave me hotel address, and told to wait outside of hotel, once i reached there, she texted to transfer money. So i done it 3500(Via UPI). Afterwards she gave me manager number, and texted me to submit security deposit of 10000*2(mine-girl)(VIA UPI), which would be refunded after service. I paid it. Later called manager, on whats app call, he told me to pay security amount of 17500*2(VIA UPI). I hesitated, but she told that all money will be safe, and i'll get refund. Now i asked for refund. Manager(whats app call), person(telegram text) told me to make police security amount 21000(VIA UPI), which also i had paid. They told me to pay another 21000. Which i denied, and demanded for refund. She told that my amount will be refunded in 24 hours, then afterwards told it will take another 48 hours. I can only contact one person on telegram text, and other person on whats app call(which he is not responding). I haven't took any service/advantage. Now i want my money back. Is it possible to logde a complaint? I reported it on google pay/paytm/icici bank. Still no proper result. I visit ICICI Bank, they said, if i had made payment by entering upi pin, then no refund possible. Kindly suggest.
