Illegal Parking on Small Roads

Now I did read a question posted a while ago stating illegal parkings and the lawyers here asking to raise a public nuisance complaint. However, mine is a bit more complex. We have two houses side by side, the first one is where the illegal parking happens. the second house adjacent to the first one is where I live. Now since the parking happens near the first house, they automatically lose exit through one side as the car doesn't necessitate backing out with the road as wide as two cars. However, the tenant okayed this and chose to live with the troubles. The issue started with people noticing this trend and parking behind this car and eventually leading to blockages on our entrance as well. We even had a case where our neighbour nearly missed his flight as we were unable to get the cars out in time. We tried talking to the owner who lives in the apartment opposite our house entrance to not do so but she has been arrogant saying she has talked to the person in the house where she parks and that her owner has allowed her to park there. We took this to residents association and had the car removed for a few days but it slowly started happening again. We are now planning on taking my tenant and talking to the residents association president one last time, but I am sure it won't bear fruit. the question now is that do you still think it would be wise to proceed via police? is there a better way to deal with this?
