Builder and buyer

Sir . We have purchased 2 flats and one shop in the apartment in belgaum Karnataka sadashiv nagar . The builder gave us to know he has all the required permission and sold us the same. There are totally 13 flats . Builder has taken money from almost all members for car parking in the silt area . Now the matter is the builder has made the road facing silt parking area as shops. The flat members have parking trouble . There is just 5 parking space for 12 people and to congested parking . The drive way has been made a shop and sold to third party as shop and cheated all shop owners by 100 square feet approximately. My question is the shop we purchased can be used as car park . And money be got back since we filed a rti . We came to know it was a parking space and not a shop . Can we get our money back from builder and use that as a shop . Since we have 2 flats and now no car parking . Also the builder is made illegal floors against plan. What amount of compensation can one receive for this illegal shop made from car parking space. Also the consumer case is done . But court refuses to do admission as per my Lawyer . Saying this is a civil matter . Also Builder is confident that nothing will happen to him The builder has also cheated by about A100 square feet area in the illegal shops . Which were oringinal plan as parking
