Relaxation in age limits to talented Central Govt. Employees in UPSC, SSC exams.

In the current times, we have society with people from diverse backgrounds, religions, gender, educational qualifications etc. Also we have a comprehensive reservation for central govt. employment like SC,SC, OBC, Ex-servicemen, PwD, EWS etc. There are many talented Central Govt. Employees working in different Ministries/Departments of Central Govt. who have become overaged. And because of this overage they become ineligible for appearing in different UPSC/SSC exams. Can we have some reservation probably from 1% or 2% in different UPSC/SSC exams for these talented Central Govt. Employees working in different Ministries/Departments of Central Govt. who have become overaged and became ineligible for appearing in different UPSC/SSC exams. If possible, what will be the correct procedure to get the reservation from 1% or 2% in different UPSC/SSC exams for these overaged talented Central Govt. Employees working in different Ministries/Departments of Central Govt. who are otherwise very well qualified except their age?
